Positioned in the Bibi Heybet port district southwest of Baku, this affordable housing project addresses the city’s growing need for equitable, livable, and connected communities. Located just 9 kilometers from the city center and 36 kilometers from Heydar Aliyev Airport, the site is strategically framed by the M-3 Highway, Salyan Road, and Bibiheybat Avenue. With its proximity to the planned marina district, the area is poised to become a future node of urban growth.

Though infrastructural and social amenities are still emerging in the surroundings, the project leverages key advantages: an undeveloped site with no demolition costs, a distinct topography that enables diverse design scenarios, and minimal competition from other housing developments in the vicinity.

The site features a prominent central ridge that runs through its length. This natural axis has been preserved as a continuous green corridor, organizing the project into two phases. Along this ecological spine, public amenities such as educational facilities, social and cultural centers, and small scale commercial units are integrated. Walkways, sports fields, and children’s playgrounds transform this zone into a vibrant recreational strip.

On either side of the central green belt, residential blocks are arranged in a rational urban pattern. Their orientation and distances are shaped by solar access and prevailing winds, ensuring comfort and energy efficiency. Pedestrian paths and vehicular roads are planned in layers: primary roads wrap around the site perimeter, secondary roads follow the green axis, and tertiary pedestrian routes weave through the housing clusters.

Developed under the strategic framework of Azerbaijan’s State Agency for Housing Construction, the project embodies the national vision for inclusive urbanism—providing well-designed, energy efficient homes for low and middle income citizens while enriching the city’s evolving urban edge.
