The Azerbaijan Aghdam Administrative Center is envisioned as a new civic and symbolic hub that integrates essential governmental functions with public gathering spaces in one cohesive framework. Located in the Aghdam region—an area strategically positioned near Kalbajar, Khojavend, Shusha, and Fizuli—the project responds to both administrative and sociocultural needs of the region.
Strategic Location and Topographical Context
Situated within a terrain that is largely flat with some mountainous zones, the site benefits from the natural features of the Aghdam landscape. Rivers such as Khachin, Kotel, and Gargar pass through the region, and the area holds significant reserves of limestone, gravel, and sand natural resources that have historically shaped its development.
Functional Organization and Spatial Planning The program consists of the administrative building, a ceremonial ground, a central square, a car park, and additional public amenities. These are supported by a network of bike paths, protocol roads, and transit connections. A distinctive element of the project is the Buta Square, a symbolic space inspired by traditional Azerbaijani motifs, and the Fire Pit, which serves as a gathering point within the public realm.
The ceremony square is designed not only to host official events and national celebrations, but also to foster collective experiences and civic pride. It is spatially and visually connected to the central square, ensuring a sense of continuity throughout the development. Through its integration of administrative efficiency and ceremonial elegance, the Aghdam Administrative Center aims to function as a contemporary civic landmark rooted in its geography, cultural memory, and future aspirations.
